Udupi marches towards becoming ‘garbage-free’ before next Gandhi Jayanthi

Udupi : District in-charge Minister Pramod Madhwaraj launched ‘Swachh Udupi-Mission 2018 – Countdown Begins’ programme organized by the district administration and the Zilla Panchayat at Rajathadri, DC office at Manipal on Wednesday, August 16.

The Minister unveiled a plan under the ambitious programme, that aims at making Udupi district ‘garbage-free’ by October 2, 2018 by increasing the garbage value and transforming every piece of garbage into value-added commodity.

India Green Service, Vellore Project Director C Srinivasan, addressing the gathering said that segregation of waste would be done in a 30% + 30% + 30% + 10% formula. This would be implemented in all the 158 gram panchayats and four Urban local bodies in the district.

Under the first 30 per cent mentioned in the formula, the administration will tap big educational institutions, big organizations and places of worship like temples, churches, Masjids. These organisations will have to segregate their waste into organic and inorganic waste and dispose it off in their own premises.

The second 30 per cent include the chicken stalls, small catering business, hair styling saloons. These may have to form their own associations for segregating and disposing the garbage either by themselves or through self help groups.

The third 30 per cent would deal with households. Every household would be provided with two buckets – green for putting organic waste and red for putting inorganic waste. This would be collected twice a day by self help groups at a price of just Rs 3 per day. The last 10% formula deal with public places like gardens etc.

“If the structure is strictly implemented, then the dream of Swachh Udupi Mission will be fulfilled on October 2, 2018,” he said.

Meanwhile, Minister Pramodh Madhwaraj said that the whole purpose of the programme is to utilise the garbage in a more effective manner. The value addition to the garbage will generate revenue, which will directly help the local governing bodies.

“Each gram panchayat is allotted Rs 20 lakh under Swachh Bharat Mission, as the district is declared as open defecation-free,” he said.

Deputy Commissioner Priyanka Mary Francis said that the programme will be taken up separately in Urban and Rural areas. “We have taken three gram panchayats, namely Varamballi, Nitte and Gangolli and the project will be completely implemented in four months. After that, the project will be taken up in all other gram panchayats. Around 250 households will be taken in each gram panchayat in the initial phase. Meetings will be held in many phases and the public will be told about the measuers required to be adopted,” she said adding that penalty will be imposed on those not following the rules. The district administration also has plans of employing persons with disabilities for segregation of waste.
