Bengaluru: The High Court of Karnataka has directed all the private and aided primary and secondary education schools, here on Wednesday, April 24, to draft a policy on the students’ fee structure and submit the same to the court.
The two –judge bench of the HC comprising of Chief Justice L Narayana Swamy and Justice P S Dinesh Kumar had chaired the proceedings of the Public Interest Litigation (PIL) that was filed by lawyer N P Amrutesh.
Principal Secretary of State Secondary Education Board, S R Umashankar explained before the court, the norms followed by the primary and secondary schools with regard to fee control.
He placed before the court saying that there were more than 14000 CBSE and ICSE schools which were following the international standard syllabus, which was hindering in implementing uniform fee structure.
The two-judges bench opined that zonal centres could be opened to collect water, current and other bills with a code number given to individual schools which would help in money being transacted directly to that school account.
The bench also ordered that there shall not be any difference of opinion between the school administration and the parents in terms of fee payment and there shall not be any debates on it.
“It should be pro-people and should be implemented within the next academic year”, said the bench.
It has ordered to draft a policy discussing at the government level and see to that it would be implemented by academic year 2018-19.
Meanwhile, the court has postponed its hearing to June 27.
