Centre should formulate national policy on women and child safety: Ugrappa

Bengaluru: The Legislature Committee on Women and Child Safety, headed by V.S. Ugrappa has recommended that the Centre should formulate a national policy on women and child safety. The committee has submitted its final report submitted to the government on Friday.

As atrocities against women and children are a common problem across the country, there is a need for a national policy, said Ugrappa after submitting a report to Chief Minister Siddaramaiah.

Speaking with media persons, Ugrappa said there is a need to increase conviction rates in the country, which is not more than 4 per cent now.

Although the Protection of Children from Sexual Offences (POCSO) Act 2012 is being implemented, it should be done effectively, he said.

Among its 135 recommendations, in the 6,000-page report, are stringent rules to check Gujjar weddings and honour killings, regulate paying guest facilities, private hostels and residential schools and special police cell to check unnatural deaths of women and children in the State. The other recommendations include suspension of voting rights during trial, and abolition of voting rights of those convicted in rape and sexual assault cases.

All government benefits should be kept in abeyance during trial and convicted persons should be barred from getting such facilities.

In case of failure to pay compensation to the victim, the property of the accused should be handed over to the victim, he said.
