Survey from April 11th to enumerate socio-economic ground realities

Mangaluru: A 40 minutes detailed collection of data, Social and Educational Survey by 4,125 surveyors would facilitate to draw precise analysis of implementation of schemes on caste lines.

The 20-days long survey, which has come to be known as ‘Caste Census’ will be kick off on April 11   and will contineu till April 30. The Deputy Commissioner, A B Ibrahim termed the move by the state government as historic as it casts the spot light on many elements which have not been recorded accurately till date. He was addressing the press on Thursday at the press club. “The survey will help to understand the ground realities of implementation of schemes on caste lines.” “Keeping in mind the importance of the survey, though there were requests by the teachers appointed as surveyors to relieve them from the said duty,  the administration has not agreed”, he added.

Releasing the awareness handbill on the survey which  is expected to reach all homes buying a daily newspaper through a newspaper vendor (the handbills will be placed inside newspapers), the DC said the final outcome of the census will helpthe administration to know the social and educational plight of Kannadigas. All these years, after independence many reservations and schemes were implemented for SC/ST and other castes. However this survey would facilitate to enumerate the ground implementation of such schemes.

Detailing the survey, Praveen D’souza district statistical officer told the press there are 5 types of forms and 55 elements. “The surveyor has to visit every house until he/she manages to get the information,” said D’souza. Though, on a particular day the resident is absent at the house, the survey man/women has to make time to visit the house again until data finds a place on the survey form. Two officers work in the district as resource persons, while 7 function as survey officers, and the DC will act as the chief survey officer in the district. There are around 3,930 survey blocks in the Dakshina Kannada. The surveyor will spend as many as 40 minutes with each individual to gather required information, he informed the press Legal action will be initiated for providing false information.  

The administration has already conducted four sample surveys at 4 wards in four taluks.

Listed in the Survey handbook are codes for 1,351  castes, 101 sub-castes under the Schedule Caste and 51 sub-castes under  Scheduled Tribe Category. However, one criticism that was voiced was that the two major Christian sects of Roman Catholcs and Protestants are missing in the Code list. The DC said that they will be added at the time during the conduct of the Survey. However there was no clear clarification on how new data entry will be done.

Bharath Electronic Limited would feed data every day during the survey and operators have been deputed to do the same.
