Most schools in Mangaluru violate circulars issued under the RTE Act

Mangaluru: Prime schools of city have failed to comply with the circular, to erect 6 x 10 flex near their entrances to publicize admission under the Right to Education Act (RTE) 2009 by the state. More agonizing is that the Block Education Officers did not exercise powers vested in them to reprimand the violators thus offering lenience to both aided and unaided primary and high schools.

The names of renowned schools of the city, Sharadha Vidhyalaya, St Agnes, St Aloysius, Badriya and Canara surfaced in a review meeting on the progress of RTE procedures followed by schools and monitored by the respective officers. The 6 x 10 flex  is supposed to outline 13 elements of the RTE Scheme, mainly information related to fees,  to spread awareness.

Though the Block Education Officers informed the chair of the meeting, Deputy Commissioner (DC), A B Ibrahim that due processes according to laws were compiled with by the schools, education activists producing factual evidence disputed the officers’ information. An activist Lolaksha addressing the chair alleged that all the block education officers were making false statements. “In reality no school has installed the flex which mainly outlines fee part.”

A circular to erect flexes had been shot out by the Education Department on April 13. “How many schools have implemented it on the ground?” he questioned. It could be observed that headmistress and headmasters from many schools remained tightlipped when this matter was raised in the meeting. Lolaksha further urged the DC to streamline the process, taking BEOs to task.

The Democratic Youth Federation of India state president Muneer Katipalla alleged that many schools affiliated to religious institutions have hiked fees. Due to this, poor families were finding difficulties to send children to schools. He chided BEOs for telling blatant lies before the Deputy Commissioner.

A BEO from Mangaluru South in a bid to offer justification said he was unable to monitor the schools as he was busy with the SSLC examination. When DC asked what the inspector of the department was doing, the officer argued they only monitor primary schools and not high schools. Angered over the explanation Deputy Commissioner said “We will write to the state to withdraw the orders as district does not have sufficient man power to implement.” He further ordered to carry out monitoring in real time to realize the objectives of the Act.
