Festival without salary for staff of aided colleges of Mangalore University

Mangalore: Several degree college teachers and non-teaching staff and their families in three districts under Mangalore University are in no mood to celebrate Ganesh Chaturthi as they are still waiting for last month’s salary.

They had to celebrate last week’s Sri Krishna Janmashtami too without pay. There is hardly any hope of them receiving salary before Teachers’ Day on September 5.

About 1,000 teachers and non-teaching staff in government aided private degree colleges in Dakshina Kannada, Udupi and Kodagu districts have not received their July’s salary even as August is set to end in one working day.

Of about 1,000 employees, 60 per cent were teachers and the remaining were non-teaching staff.

Irregular

Sources in the Association of Mangalore University College Teachers (AMUCT) told The Hindu that it was not a question only of a month’s salary. The government was irregular in releasing the salary of teachers and non-teaching staff in aided private colleges from the last six months.

They said the government released salary of March in the third week of May. The salary of April was released at the end of May. They got salary of May not in June but in July. June’s salary was released in July.

The problem mainly pertained to aided colleges under the office of the Joint Director of Collegiate Education, Mangalore region, comprising the three districts.

They said the delay was mainly because of the blame game between the officials in the office of Joint Director of Collegiate Education in Mangalore and the head office of the Department of Collegiate Education in Bangalore, over sending utilisation certificate (pertaining to the salary disbursed each month).

Siddaramu, Joint Director, Collegiate Education, Mangalore regional office, told The Hindu that the government released the salary on Wednesday. He admitted it would take more than seven days for teachers to get it in their bank accounts due to the procedures involved.

AMUCT sources said teachers were unlikely to get their salary till Teachers’ Day on September 5 as it took at least 10 days for remitting the fund to bank accounts.
