Ward committees: HC directs BBMP to file affidavit

Bengaluru: The High Court of Karnataka on Wednesday directed the Bruhat Bengaluru Mahanagara Palike (BBMP) to file an affidavit disclosing the procedure followed for setting up ward committees and also the broad criteria undertaken for constituting such committees.

A Division Bench comprising Justice Jayant M. Patel and Justice S. Sujatha issued the directions during the hearing of public interest litigation petitions on various issues related to city’s garbage problems. Earlier, a few representatives of NGOs and counsel representing some petitioner-NGOs claimed that persons associated with political parties and husbands of women councillors or relatives of councillors of the respective wards were nominated as members of the committees.

However, the Bench made it clear that it cannot embark upon verification of all those nominated to the 198 ward committees merely based on oral submissions on behalf of the NGOs, but said that it would examine if a particular nomination was valid if the NGOs submit affidavit along with materials to demonstrate that unqualified persons were nominated to the committees, etc.

Meanwhile, the Bench also directed the BBMP to take up the process of verification of pourakarmikas and submit a report to the court as grievance was voiced by certain petitioner-NGOs that the list of pourakarmikas was inflated and some photo identity were not available.

For this, the BBMP’s Special Commissioner for Solid Waste Management, Sarfraz Khan, assured the court that verification process would be completed within two weeks.

Further hearing was adjourned till August 8.
