KSCA to organise state-level convention

Bengaluru: The Karnataka State Contractors Association (KSCA) is all set to organise a state-level convention to draw the attention of the Government towards the problems of the contactors including cancellation of package tender and payment of arrears. A two-day Convention will be held on October 10 and 11 at Palace Grounds.

Speaking with media persons here on Friday, KSCA president V Krishna Reddy said that more than one lakh contractors in the state are executing works for various departments of the State Government. In recent times contractors are facing various hurdles and despite making several representations, the government has not responded.
Krishna Reddy said that to draw the attention of the government and to discuss the various hurdles faced by the contractors, a state-level convention is being organised in January next year.

The following are the major demands of the contractors:

• Cancel package tender: In recent time various government departments have been inviting tenders by grouping various works under what is termed as ‘package tenders. By this, the government stands to lose and it becomes difficult to complete the works in time besides, eligible and competent contractors are unable to participate in the tender process.
• Setting up a Contractors’ Welfare Fund: The amount deducted from the bills of the contractors running into crores of rupees should be used as relief amount of at least Rs 10 lakh to be given to the dependents (wife and children) in the event of a contractor’s death.
• Raise the value of piece-meal contracts: The authority to sign tender contracts with Rs 5 lakhs should be accorded to executive engineers.
• Bills should be paid within one month after completion of the work.
• At least 50 percent of the tender estimate of the works should be given to the departments concerned in advance at the time of calling the tenders
• Nirmithi Kendras should stop giving direct contract for providing basic facilities in rural area. Nirmithi Kendras should also follow the tender process and deputy commissioners should be given directions in this regard.
• Tenders should be approved with 60 days and eligible contractors should be given orders for the execution of the same.
• The contract value should be hiked to Rs 5 lakhs for class IV contractors, Rs 25 lakhs for Class III contractors and Rs 1 crore for Class II contractors.
• Letter of Consent (LoC) should be given on the basis of seniority.
• The Association should be granted 5 acres of land in Bangalore for the display of new equipment, training of contractors in new designs, conducting of workshops for quality inspection of civil works among other infrastructure.
• Stop the practice of deduction of one percent from the Bill towards the payment of Provident Fund of workers and registration of EPF should not be made mandatory.
• While submitting tenders, questions relating to previous experience in the same work as tendered and ownership of equipment should not be a part of the tendering process.

Reddy said that these issues will be discussed at the convention which will be held at Palace Grounds in Bengaluru in January next year.

Over 10,000 contractors from across the state will participate in the two-day convention.
