Bengaluru: A division bench of the Karnataka High Court, comprising Chief Justice D H Waghela and Justice Ram Mohan Reddy, while hearing a suo motu petition, on Monday, directed the Karnataka State Pollution Control Board (KSPCB) to submit an action taken report on the steps taken to prevent the pollution of Thippagondanahalli (TG) reservoir.

The directions come in the wake of KSPCB’s submission that the water in the reservoir was not fit for drinking. The bench directed KSPCB to monitor the treatment plant, set up by BWSSB, to prevent the entry of industrial effluents into the reservoir. The BWSSB said that it had set up an effluent treatment plant five km away from the dam, but that it was clueless about the pollution within a five-km radius of the reservoir.

The directions came after the board submitted the study report on pollution by Environmental Management and Policy Research Institute (Empri). The report says that rivers Arkavathi and Kumudvathi, feeding the reservoir with water, are completely polluted due to discharge of sewage and effluents.

The report has suggested revival of both the rivers by setting up an authority. Mentioning that the overexploitation of groundwater had resulted in a decrease in flow of these rivers, the report of the institute has suggested decommissioning of borewells in the vicinity.

In his submission, Sajan Pooviah, the amicus curiae, said that if the methodology suggested by Empri was implemented, both the rivers could be revived.
